Gathered in the Second Council for Life, Peace, the Cosmos, and the Spirituality of the Peoples for World Unity in the celebration of this day Waxqaxi B'atz ( May 28, 2004 ) in the City of Chimaltenango , Guatemala , to the Peoples of the World.

WE DECLARE THE FOLLOWING IN FRONT OF THE SACRED FIRE:

  1. We are concerned about the grave and reoccurring international adoptions of our children, especially Mayan children, that are sent to foreigners in an illicit and inhumane way, and we recommend to the state of Guatemala that they ratify the international instruments of human rights that protect the children in this way.
  2. We are concerned about the lack of compliance with Charter 169 of the International Organization of the Work of Indigenous Peoples in their Independent Countries.
  3. We are also concerned about the rise of teenage pregnancies that implies the growing loss of values relative to life and the responsibility of procreation.
  4. We are concerned about the absence of public policies of safety for girls and women, and we are worried by the increase in the assassination of women in the national territory.
  5. We recommend to the State of Guatemala that they approve policies that protect the entry into our sacred sites, and assure that they are taken care of, as well as assure the protection of the economic and financial resources that may result from the entry of tourists into sacred sites.
  6. We recommend to the honorable diplomats of the National Congress that they pass the law that specifically ordains Article 70 of the political constitution of Guatemala in relation with the protection of our ways of life.
  7. We ask the Ministry of Education to implement the educational programs given primarily in our maternal languages, which have become known by the political constitution, as well as giving the resources needed to fulfill these rights to education.
  8. We recommend that the honorable government of Guatemala does not increase the taxes on the sectors that are most unprotected economically and to continue working towards the right to recuperate the resources lost because of governmental corruption.
  9. We declare that we are worried about the globalization of invasions and torture that occurs in other states in the Middle East , as the situation will have consequences in the growing loss of the values of our children and in our future generations.
  10. We ask the Supreme Being of all religions and spiritualities for the blessing of all the inhabitants of this planet earth, especially for those people that work towards World Unity and the profound respect for our Mother Earth.

This declaration is given in the City of Chimaltenango on the Day of Waaqxaqui' B'atz (May 28, 2004) in the presence of the Councils of North America (Temple of Peace, Mayan Shamanism, Uzoma Rose, Kayumari, Semu Circles, SpiralMuse, Mohawk Nation, Haida Nation), The Councils of Guatemala (Ancianos B'elejeb' Q'ij, Kistabajbal Imox, Oxlajuj Imox, Tujulja', Oxlajuj Noj, Oxlajuj K'at, Puente de Mujeres, Keblajuj IxQ'anil, Ogaig, Secretary of the Sacred Sites), the Councils of El Salvador (Waqxaqi'aq'ab'al), the Council of Uruguay (Sacred Tzalichatlan), and with members of the peoples from Canada, the United States, Africa, Hawaii, Uruguay, Norway and Central America.
